Elm
Street is a residential complement to the very successful Main Street
Program. Elm Street follows a five-point approach to address comprehensive
neighborhood needs:
- Clean, Safe & Green
- Design
- Neighbors & Economy
- Image & Identity
- Sustainable Organization
Approximately
35 Pennsylvania communities have been designated as Elm Street Districts
across the state. In Pittsburgh, five neighborhoods were selected
through a competitive process – South Side Slopes, East Liberty,
Friendship, East Allegheny, and Lawrenceville.
Statewide,
the Commonwealth of Pennsylvania's Department of Community and Economic
Development (DCED) and the non-profit PA Downtown Center (PDC) administer
the Elm Street Program. Locally, one application is submitted for
all City of Pittsburgh Elm Street Districts and is administered
through the Urban Redevelopment Authority (URA) and the Pittsburgh
Partnership for Neighborhood Development (PPND).
The
Elm Street program was designed to provide one year of planning
(completed) and five years of programming (including operating support),
followed by five years of monitoring. Elm Street provides grants
for planning, technical assistance, and physical improvements in
the district, which consists primarily of the western portion of
the South Side Slopes.
