Neighborhood Assistance Program (NAP)
In 1998, the SSLDC and PNC Bank earned a highly competitive ten-year, $2.5 million grant from the Pennsylvania Department of Community and Economic Development for Comprehensive Services Program/Neighborhood Assistance Program.
The program enables SSLDC to:

  • Partner with PNC Bank, Pittsburgh History & Landmarks Foundation, and The Brashear Association to provide services in South Side and adjacent public housing communities.
  • Fund programs in education, human services, job development, drug and crime prevention, housing, and leadership development.

Elm Street Program

Elm Street is a new Commonwealth initiative intended as a residential complement to the successful Main Street Program. It encourages activities such as streetscape & façade improvements, infrastructure repair, marketing, connecting residents and promoting the neighborhood. Grant funds are provided for planning, technical assistance and physical improvements.

Elm Street follows a five-point approach to address comprehensive neighborhood needs:

  • Clean, Safe & Green
  • Design
  • Neighbors & Economy
  • Image & Identity

Real Estate Development

Design

  • Provides technical assistance to businesses, property owners, and developers to maintain the South Side’s historic and architectural integrity.
  • Reviews façade and sidewalk renovation projects and oversees South Side’s Sign Grant program.

Housing

  • Provides technical assistance to buyers and homeowners.
  • Markets mortgage and home repair financing programs.
  • Offers a home repair service for seniors.

Main Street on East Carson (business assistance & promotions)

  • Recruits and assists new businesses.
  • Facilitates storefront façade renovations.
  • Markets commercial loan programs.
  • Provides matching Sign Grant funds.
  • Promotes the South Side through marketing, public relations, and special events.

Community Planning

  • Develops long-range economic development strategies for the South Side.
  • Assists with community-wide planning activities. SSLDC coordinates the Neighborhood Plan Update, staffs the South Side Works Steering Committee, is leading a public space improvement effort, has commissioned a parking study, and has convened a task force to study impacts of proposed developments in Hays.
  • Advocates issues, such as long-term job retention and growth, community transportation and zoning issues, and regional development with neighboring communities.
  • Participates in the South Side Planning Forum, a community-based group of organizations, residents, and businesses.
